"Henan Steel Industry carbon peak action plan" introduced the steel industry to "green"

On March 18, the reporter learned that the Henan Provincial Department of Industry and Information Technology, the Provincial Development and Reform Commission, and the Provincial Department of Ecology and Environment recently jointly issued the "Henan Steel Industry Carbon peak Action Plan" (hereinafter referred to as the "Plan"), requiring overall consideration of carbon peak work and the smooth operation of the steel industry, to deepen the supply-side structural reform as the main line. To optimize the process structure, innovate and develop green and low-carbon technologies, and build a green and low-carbon industrial chain, accelerate the construction of a modern steel industry system, comprehensively improve the energy and resource utilization efficiency of the steel industry, and promote the green and low-carbon transformation and upgrading of the steel industry in Henan Province.

At present, China's steel industry is actively promoting green and low-carbon development, strengthening scientific and technological innovation, mergers and restructuring to speed up upgrading. The "Plan" proposes to deepen supply-side structural reform, strictly control the total capacity, adjust and optimize the industrial layout, and promote the transformation and upgrading of enterprises. At present, Henan Province is vigorously promoting the merger and reorganization of the steel industry in the region, and promoting the development of new smelting projects relying on existing production bases. Last year, Henan Iron and Steel Group, with a registered capital of 20 billion yuan, was established, and is integrating metallurgical enterprises in the province in an orderly manner, while achieving complementary advantages in terms of capacity structure, technical equipment, and raw material procurement through integration, and achieving the goal of 100 billion as soon as possible.

Steel is a high-energy-consuming industry, and achieving its own low-carbon development is the key. The Plan puts forward 9 tasks around continuous optimization of process structure, innovative development of green and low-carbon technology, and joint construction of green and low-carbon industrial chain. For example, promote the whole scrap electric furnace process, improve the proportion of short process crude steel output in electric furnaces, build carbon capture, utilization and storage integration pilot project, and promote the process connection technology such as a can of hot metal to the end, hot charging and hot sending of casting billet. Taking the newly put into operation of Angang Zhoukou iron and steel production base as an example, it has mounted advanced process equipment, intelligent control system, the use of world class, domestic leading flue gas desulfurization and denitrification environmental protection technology, to achieve dry dust removal, to ensure that pollutants are lower than the ultra-low emission standards, sewage, solid waste zero emission, to garden factory standards to build a low-carbon, green, efficient modern intelligent factory.

The plan clearly increases support for the research and development and industrialization of low-carbon technologies in the steel industry. We will strictly implement green electricity price policies such as differential electricity prices, ladder electricity prices, and ultra-low emission differential electricity prices to guide the transformation and upgrading of the steel industry. We will strengthen overall planning and integration of funds for green and low-carbon development, and give full play to the guiding role of fiscal funds. Encourage financial institutions to provide high-quality financial services to key projects with significant carbon emission effects.

The "plan" also makes clear that by 2025, Henan steel industry industrial structure, production mode green low-carbon transformation will achieve significant results, green low-carbon technology and equipment widely used, energy utilization efficiency greatly improved, quality and efficiency significantly improved, comprehensive energy consumption per ton of steel reduced by more than 2%, electric steel production accounted for the proportion of total crude steel production increased to more than 15%. By 2030, the industrial layout of the steel industry will be more reasonable, the energy structure will be significantly optimized, the research and development and application of low-carbon processes will make important progress, the proportion of enterprises with energy consumption per unit product reaching the benchmark level will be significantly increased, and carbon dioxide emissions per ton of steel will continue to decline, ensuring that the industry's carbon dioxide emissions will peak before 2030.
